Missouri State Vehicle Safety Inspection
Safety Inspection information (MO department of revenue)
Missouri law requires all motor vehicles to pass a vehicle safety inspection performed by an authorized inspection station, unless as detailed below. The renewal notice you receive from the Department of Revenue will tell you if your vehicle needs to have a safety inspection.
The inspection station will issue a Certificate of Inspection and Approval that must be presented to a contract office when the motor vehicle is registered. Vehicle safety inspections should not be made more than 60 days prior to the date the owner submits an application for title and license or registration renewal.
If there is no change in vehicle ownership, even model year vehicles must be safety/emissions inspected (unless exempt) in even calendar years, and odd model year vehicles must be inspected (unless exempt) in odd calendar years.
EXEMPTIONS:
The following vehicles are exempt from a safety inspection:
1. New motor vehicles (not previously titled) during the model year of the vehicle and first annual renewal the following year;
2. "Even" model year vehicles with registrations expiring in "odd" calendar years;
3. "Odd" model year vehicles with registrations expiring in "even" calendar years;
4. All trailers;
5. Motor vehicles engaged in interstate commerce and registered with the Missouri Department of Transportation;
6. Motor vehicles that display historic plates;
7. Motor vehicles sold for junk, salvage or rebuilding;
8. Motor vehicles sold from dealer to dealer; and
9. Low speed vehicles as defined in Section 304.029, RSMo.
* An inspection is required regardless of model year if the vehicle is sold.
The following transactions are exempt from a safety inspection:
1. Renewing license plates that were transferred from one motor vehicle to another within the previous six months;
2. Transferring a registration (with no change of ownership) to an "even" model year vehicle in an "odd" calendar year, or to an "odd" model year vehicle in an "even" calendar year; and
3. Renewing or registering a vehicle that is out of state at the time of renewal/registration. The vehicle must have been out of state for at least 60 days prior to renewing/registering the vehicle. The vehicle must be inspected within 10 days of the vehicle's return to Missouri. You must complete a statement to that effect.
